# Nashik DP Atlas > One merged, searchable, machine-readable copy of the Draft Revised Development Plan of Nashik (2016–2036). NMC published it for objections under section 26 of the MR&TP Act on 21 May 2015. It is NOT the plan sanctioned in 2017/2018. Every fact here traces to an NMC PDF in `source/`. Built 2026-10-02 (v2: lossless + GPS) from the 35 files on https://nmc.gov.in/home/getfrontpage/57/57/M ## What is here - `index.html` — human viewer: one zoomable, lossless map of the whole city with village boundaries, 463 reservation pins, ~6,900 plot numbers, GPS "you are here", compass, saved places, search and deep links. Serve the folder over HTTP (`python3 -m http.server`) for the most reliable loading. - `data/reservations.csv` / `data/reservations.json` — all 482 reservations from Table B of the report: site no., village, sector, purpose, category, area, survey/CTS/F.P. nos., ownership, acquisition and development cost, acquiring authority, report PDF page, and map location (`layer`, `x`, `y` in image pixels). - `data/villages.json` — 25 villages (24 sheets + Nandur Dasak, which has no published sheet): boundary polygon and bbox in mosaic pixels, sector, reservation count. - `data/detail_sheets.json` — the 4 large-scale detail sheets (Nashik/Panchavati core, Godavari riverside, Deolali core, Satpur core). - `data/legend.json` — land-use colour legend and map abbreviations (P.A. = public amenity, P.G. = play ground, …). - `data/atlas.json` — everything above in one file (the viewer reads `data/atlas-data.js`, which holds the same content). - `text/report.md` — full planning report, one section per PDF page (anchor `#p`). Tables A–F are fixed-width text from PDF page 68. - `text/dcpr.md` — full Development Control & Promotion Regulations 2015 (216 pages), one section per PDF page. - `text/notification_en.md` — the public notice. - `data/plot_numbers.csv` — about 6,900 plot/survey numbers read from the map by OCR (Apple Vision): plot_no, village, map_x, map_y. Coverage is incomplete and individual readings can be wrong. - `data/georef.json` — affine transform between map pixels and latitude/longitude (typically 10–30 m). Formula inside. - `crops/sites/.png` — lossless map extract around each located reservation (circled). Use these to see a site. - `crops/villages/.png` — one lossless full-resolution image per village. - `tiles/` — Deep Zoom (DZI) pyramids in lossless WebP: `mosaic` (27,960 × 25,464 px, ~0.80 m/px) and one per detail sheet (400 dpi). - `source/` — the original NMC PDFs. ## Coordinates - Layer `mosaic`: pixels of the merged city map, origin top-left, ~0.80 m per pixel. Convert to latitude/longitude with `data/georef.json` (accuracy: median ~15 m, 90% within ~30 m; checked at Nashik Road station, Mumbai Naka, Ahilyabai Holkar bridge and the Collector office). - The DP sheets are drawn about 5.3° off true north. `georef.json` handles that. - Layer `26_…`, `27_…`, `28_…`, `29_…`: pixels of that detail sheet rendered at 400 dpi. These sheets are not georeferenced. - Deep links: `index.html#site=`, `#v=`, `#sheet=`, `#at=,`, `#q=`. ## How to answer common questions - "What is reserved on survey no. X in village Y?" → filter `reservations.csv` on `village` and look for X in `survey_nos` (entries like `264p` mean part of survey 264). Then cite the report page: `source/Report_under_section_26.pdf#page=`. - "Where is site N?" → `reservations.json` `locations[0]` (convert with georef.json for lat/long), or open `crops/sites/N.png`. - "Where is plot/survey no. X in village Y?" → filter `plot_numbers.csv`, then verify on the map, because these numbers come from OCR. - "What can be built in zone Z?" → search `text/dcpr.md`. - "What happened to an old (1993 DP) reservation?" → Table A, the deviation statement, in `text/report.md` from `#p68`. ## Villages - Makhamalabad (sheet 01, sector I): 30 reservations - Mhasarul (sheet 02, sector I): 17 reservations - Adgaon (sheet 03, sector II): 24 reservations - Manur (sheet 04, sector II): 5 reservations - Nandur (sheet 05, sector II): 6 reservations — sheet not published - Nashik (sheet 06, sector I, III): 160 reservations - Anandwali (sheet 07, sector III): 9 reservations - Gangapur (sheet 08, sector III): 20 reservations - Pimpalgaon Bahula (sheet 09, sector IV): 9 reservations - Satpur (sheet 10, sector IV): 17 reservations - Kamathwade (sheet 11, sector IV): 5 reservations - Ambad (sheet 12, sector IV): 6 reservations - Chunchale (sheet 13, sector IV): 8 reservations - Pathardi (sheet 14, sector V): 33 reservations - Dadhegaon (sheet 15, sector V): 2 reservations - Pimpalgaon Khamb (sheet 16, sector V): 7 reservations - Vadner (sheet 17, sector V): 6 reservations - Wadala (sheet 18, sector —): 15 reservations - Agartakli (sheet 19, sector III): 11 reservations - Dasak (sheet 20, sector VI): 6 reservations - Panchak (sheet 21, sector VI): 7 reservations - Deolali (sheet 22, sector VI): 53 reservations - Vihitgaon (sheet 23, sector VI): 12 reservations - Chehedi (sheet 24, sector VI): 12 reservations - Chadegaon (sheet 25, sector VI): 2 reservations ## Reservation categories (derived from the purpose text) - Parks & play: 145 - Public amenity: 94 - Utilities: 53 - Markets: 42 - Transport: 39 - Education: 33 - Cremation & burial: 29 - Housing: 16 - Culture & religious: 15 - Health: 14 - Other: 2 ## Known limits (read before relying on this) - This is the 2015 DRAFT. The sanctioned plan differs; confirm any site with NMC Town Planning (0253-2575631). - Village sheet 05 (Nandur Dasak) is not published; that area is shown only from the combined map, at lower detail. - 19 of 482 reservations could not be found on the published sheets: 76 (Manur), 77 (Nandur), 78 (Nandur), 153 (Nashik), 222 (Nashik), 226 (Nashik), 263 (Gangapur), 319 (Pathardi), 323 (Pathardi), 330 (Pathardi), 335 (Pathardi), 349 (Pathardi), 358 (Pimpalgaon Khamb), 382 (Agartakli), 392 (Dasak), 424 (Deolali), 458 (Vihitgaon), 461 (Vihitgaon), 482 (Chadegaon). - Pins were found by detecting each site circle on the map and reading its number by eye; every reading matches a Table B site. A few on the Nashik core sheet are marked `probable`. - The 4 detail sheets are not merged into the city mosaic, because their outlines don't match the village sheets well enough to place them accurately. They open as separate layers; the Nashik core and Satpur footprints on the city map are approximate. - Source check: Sum of Table B acquisition costs = Rs 43,97,89,71,270 vs printed total Rs 44,08,31,45,230 (difference in the source). Development costs sum exactly to the printed Rs 7,66,14,00,000. - Text was extracted from the PDFs' text layer; tables are fixed-width, so check figures against the PDF page cited.
